Recent ISCAS adjudications and trends show a recurring insight:
Patients in independent secondary healthcare don’t see “systems.” They just see their care.
Behind the scenes, however, several system owners are involved:
- Clinical / Medical Consultants
- Hospitals
- Insurers
Each has a different role.
When something goes wrong, patients don’t ask, “Whose responsibility is this?” They ask, “Why isn’t anyone taking ownership?”
👉 Clarity of responsibility matters more than ever.
UK regulations make it clear: the healthcare provider responsible for the patient’s pathway must manage complaints and coordinate between system owners – ensuring patients receive clear, supportive responses.
